What you are looking at is an electrical panel concealed in the kitchen cupboard of a basement suite. This is concerning on a number of levels.

Electrical panels require generous space around them to satisfy electrical code. In an emergency when your cupboards are full how do you get to the power shut off quickly? How do you service your panel if something goes wrong? What happens if a liquid is spilled in the cupboard? All the breakers are also split or mini breakers allowing twice as many breakers and likely overcrowding the panel not that I had access to see it.

This boils down to a fire and personal safety issue.
